Multilevel III Power cars are a type of Electric Multiple Unit (EMU) passenger railcar, primarily used by NJ TRANSIT, that are self-propelled and don’t require a separate locomotive. They are unique in North America for this specific multilevel, self-propelled configuration. Electric motors are integrated within one or more vehicles on the train, providing the motive power.

Features and Benefits
- Self-propelled: As EMUs, these cars have their own power, eliminating the need for a separate locomotive and increasing operational flexibility.
- Increased Capacity: They offer a significant increase in seating capacity compared to the older Arrow III cars they replace, with 1,552 seats on a 12-car train compared to 1,380 on an Arrow III train of the same length.
- Enhanced Reliability: The Multilevel III power cars are designed for greater mechanical reliability.
- Improved Passenger Experience: Features like two-by-two seating, USB charging ports, and onboard information displays contribute to a more comfortable and convenient journey.
- Faster Speed: These cars can reach a maximum speed of 110 miles per hour.
- Modernization: The purchase of these cars is part of NJ TRANSIT’s effort to modernize its rail fleet and reduce the average age of their vehicles.
Context for their Development
- Replacement of Aging Fleet: NJ TRANSIT is replacing its aging Arrow III EMUs, which have been in service for over 40 years, with the Multilevel III power cars.
- Addressing Capacity Needs: The increased seating capacity supports projects like the Portal North Bridge, aimed at expanding capacity on the rail network.
- Compliance with Regulations: The Multilevel III cars are designed to be compliant with the latest federal regulations, including Positive Train Control (PTC).
Acquisition
- Orders Placed: NJ TRANSIT has placed several orders for these cars with Bombardier Transit Corporation (now Alstom Transportation Inc.), starting in 2018.
- Total Number Ordered: As of July 2024, the total number of Multilevel III vehicles ordered, including power cars, stands at 174.
- Funding: Federal funds, such as the $567.5 million from the Federal Transit Administration (FTA), have supported the acquisition.
The Multilevel III power cars represent a significant upgrade for NJ TRANSIT, providing increased capacity, improved reliability, enhanced passenger comfort and convenience, and a more modern and efficient rail fleet.
